"Scanty Baggage" refers to a guest with hand baggage or no baggage at all. Such guest become 'Skipper' simply without paying just going outside hotel property.
The bell boy informs bell captain and receptionist about guest with scanty baggage
The bell captain stamps "Scanty Baggage" on arrival errand card and inform lobby manager.
Receptionist will also stamp scanty Baggage in Registration card
The receptionist get lobby manager to see registration card . Lobby manger will ask for entire room charges in advance or deposit that covers at least one night charge.
The bell captain fills scanty baggage register and gets it signed by lobby manager
Housekeeping and Security are informed of guest room number and keep watch.
